Public Health and Wellbeing Act Premises
The following types of local businesses must be registered with Council under the Public Health and Wellbeing Act 2008:
- Hairdressers
- Beauty parlours
- Tattooists
- Body piercers
- Colonic irrigators
Starting your Public Health and Wellbeing Business
The yearly registration period for businesses registered is from 1 January-31 December, regardless of when trade commences.
Registration renewals are required to be paid prior to the commencement of the new registration period.
Please note: Penalty fees may apply if you have not paid by the due date.
In order to have your Public Health and Wellbeing Act Premises registered, you will have to complete the following:
Step 1: Initial Application
Please ensure that you have discussed your proposal with Councils Statutory Planning and Building Departments before you lodge your application with the Environmental Health Services Department.
Two copies of the premises floor plans should be submitted and assessed by an Environmental Health Officer before works begin on the premises.
The plan must show all relevant details, including dimensions and details of fixtures and fittings. Once you have received a letter of assessment, works may commence. However, it is advised that progress inspections be conducted whilst works are carried out.
Step 2: Final Inspection and Registration
Once a final inspection has been conducted, you will be provided with an Application for Registration and asked to pay the required fee.
Once registered, your premises will be inspected at least once a year, depending on circumstances.

Buying an existing business
When purchasing an existing business you will need to transfer the businesses’ current Public Health & Wellbeing Act Registration.

Mobile Hairdressers /Beauty Therapy
Mobile hairdressers and beauty therapists must register their principle place of business (for example, their residence) with the local council in the district in which that place of business is located.
Mobile Tattooing/Piercing or other form of skin penetration businesses are not permitted to operate under the Act.
