A Program to Revitalise Sunshine Town Centre
Sunshine Rising is a town centre management and revitalisation program established by Brimbank City Council to deliver its vision for the Sunshine Town Centre to become one of Melbourne’s great centres and the capital of Melbourne’s West.
The program employs a ‘whole of Council’ approach to realising the centre vision. It is built upon a strong collaborative approach between Council and key external stakeholders including businesses and services operators, property owners, other levels of government, civic and community service providers, as well as transport and infrastructure agencies. The program is based on the centre management model typically adopted by freestanding shopping centres.
Council recognises that the Sunshine Town Centre (with more than 230 property owners and 450 business and service operators) has a more complicated environment than a freestanding shopping centre which is typically in single ownership. The Sunshine Rising Program addresses these complexities by having a strong emphasis on stakeholder communication, engagement and partnerships.
A Business Plan to Guide Sunshine Town Centre's Revitalisation
Council adopted the Sunshine Town Centre Business and Implementation Plan 2012 - 2017 (7MB) at its Ordinary Council Meeting on 21 August 2012. The Sunshine Rising Strategic Business Plan and Implementation Program 2012-2017 provides a roadmap for Council to continue the revitalisation of the town centre.
The purpose of the business plan is to:
- Capture, integrate and coordinate the many Council actions, programs and initiatives underway or required in the Sunshine Town Centre
- Establish priorities and provide an implementation program that includes time frames and responsible departments
- Inform future decision making, resource allocation, and support advocacy and applications for funding
- Establish performance benchmarks

Keep Sunshine Beautiful
A key part of the Sunshine Rising program is ensuring the Sunshine Town Centre is clean, tidy and presentable at all times. It is everyone’s responsibility to keep Sunshine clean and tidy, as rubbish, clutter and mess not only harm consumer confidence and business profits, but also the environment.
Brimbank City Council, the Sunshine Business Association and Friends of Kororoit Creek have partnered to launch the Keep Sunshine Beautiful campaign. Part of the campaign provides businesses with information about the benefits of a clean and welcoming shopfront, the importance of keeping the area tidy, and who to contact when assistance is required to keep Sunshine looking clean and beautiful. Marketing and Investing in the Sunshine Town Centre
Investing in Sunshine is easier to achieve than most other activity centres in Melbourne. Between 2010 and 2013 Sunshine attracted approximately one billion dollars of public and private investment. Promotions and Events in Sunshine
A Town Centre Marketing Coordinator has been appointed to work with the Sunshine Business Association (SBA) to deliver a suite of marketing, events and activities funded by a special rate in place for the Sunshine Town Centre.
The SBA has also developed a website and smart phone application funded by a Victorian Government Streetlife grant. The website will provide a “one stop shop” with a wide range of information about Sunshine, including its history, public transport, businesses, events and promotions.
