Municipal Emergency Management Plan

Every municipality is required to develop and maintain a Municipal Emergency Management Plan (MEMP) under S20 (1) of the Emergency Management Act 1986.

Brimbank’s Municipal Emergency Management Plan addresses the prevention of, response to and recovery from emergencies within the City of Brimbank.

To assist in minimising the effects of an emergency, the MEMP:

  • Outlines the emergency management arrangements
  • Addresses all phases of emergency management
  • Details pre-existing arrangements with other emergency service agencies
  • Specific roles and responsibilities
  • Prevention
  • Response and
  • Recovery.

What Council does in an Emergency

Depending on the nature of the emergency we will:

  • Open and operate Emergency Relief Centres – if there is a major emergency in the City of Brimbank or surrounding areas we may open a relief centre in a Council building or public hall.  There will be a range of services to help people effected by the emergency.  This may include assistance with food and clothing, accommodation, support services and access to grants and financial aid
  • Activate the Municipal Emergency Coordination Centre (MECC) – The MECC provides the logistical support to all agencies responding to the emergency.  Depending on the emergency, the MECC may operation 24 hours a day and a representative from each agency involved will be in attendance (e.g. Police, MFB, Department of Human Services, Brimbank City Council Staff, Red Cross etc)
  • Provide assistance during response and recovery (e.g. road clearing, animal services, tree clearing, supply of resources etc) and
  • Ongoing recovery activities in conjunction with government agencies.
