Why register your pet?

The Domestic Animals Act 1994 requires the owner of any dog or cat three months of age or over to be registered with the Council in which the pet is kept. This law applies throughout Victoria.

Registering your dog or cat acts as a safeguard if your pet is lost.

Compulsory Micro-chipping and De-sexing of Animals

Registration of all cats and dogs over three months old is compulsory under the Victorian Domestic Animals Act, with annual fees due on April 10 of each year. 

State Government Law 2007 requires all dogs and cats being registered for the first time to be micro-chipped.  Additionally, in April 2009 Council resolved that all dogs and cats being registered for the first time must be de-sexed.  

How do I register a new pet?

All dogs and cats over 3 months of age must be registered with Council. 

An initial one-off fee of $5.50 (including GST) is also required for a tag for your animal. This tag contains a Council registration number and you have the option of including your name, address, telephone number and animal’s name. The number and the tag remain with the animal for life.

Payment can be made by posting a cheque or money order, or in person at our Council offices.

If you currently hold an eligible pension card you are entitled to a 50% reduction in the above registration fees.

Cats exempt under the Domestic Animals Act 1994 from any requirement to be microchipped and desexed

Pensioner Fees for Cats  

    

If you currently hold an eligible pension card you are entitled to a 50% reduction in the above registration fees. 

    

There are some instances which exempt animals from being microchipped or desexed. Those exemptions are as follows:

Microchip Exemptions

  • A dog or cat that is the subject of written veterinary advice that the health of the dog or cat is liable to be significantly prejudiced if it is implanted with a prescribed permanent identification device and
  • A dog or cat that is over 10 years of age.

De-sexing Exemptions

  • A dog or cat that is owned by a person or body that conducts a domestic animal business under which dogs or cats are bred and the dog or cat is used for breeding purposes in connection with that business
  • A dog or cat that is owned by a person who is a current member of an applicable organisation and the animal is registered with that organisation
  • A dangerous dog that is kept as a guard dog for non residential premises
  • A dangerous dog that has undergone protection training in accordance with any relevant Code of Practice made under section 59 of the Domestic Animals Act
  • A dog or cat that is the subject of written veterinary advice that the health of the dog or cat is liable to be significantly prejudiced if it is desexed
  • A working or farm dog
  • A dog or cat that is over 10 years of age and
  • All breeders who comply with the Code of Practice for the Operation of Breeding and Rearing Establishments.

How do I pay my pet registration renewal?

We allow the payment of registration via a number of payment methods.  The details can be found on your pet registration and include:

  • by telephone or by mail
  • in person at Council Offices
  • in person at any Australia Post Office
  • online payments 

If you are paying by post it is important to detach the bottom portion of your pet registration notice and forward it along with your cheque or money order made out to Brimbank City Council.

How Many Pets Can I have?

Without a permit, an occupier of any land must not keep on that land –

  • more than 6 different species of animal
  • any agricultural animal unless the land is securely fenced and has a minimum size of 2 hectares for the first animal and a further 0.5 hectares for each additional animal; or
  • more than the maximum number of animals set out in the following table –
