Illegal dumping is a serious and growing issue in Brimbank. It’s not just damaging to the environment, but also costly and frustrating to our community who take pride in their neighbourhood. We have heard your concerns, and that’s why Council has made it an urgent priority to take strong action.

We’re stepping up our response with a comprehensive new plan focused on prevention, enforcement and clean-up. Through better community education, tighter controls, stronger deterrents and more frequent collections, we’re committed to keeping Brimbank clean, safe and beautiful for everyone. 

What we currently do 

Council already delivers significant services and support around the disposal of rubbish, including: 

  • Community education and information on how to responsibly dispose of waste in Brimbank 
  • Provision of waste collection and disposal services 
  • Deterrents, surveillance and enforcements 

What we’ll be introducing 

The action plan endorsed at the Council Meeting on 15 April 2025 will introduce tighter controls, stronger deterrents, tougher enforcement, more targeted and highly accessible community-wide education and communication programs, and also more collections. 

Some of the 15 measures to help tackle the problem of rubbish dumping will be undertaken right away, with other actions proposed to be undertaken in the next financial year 2025-2026. 

Under the plan, we proposes to increase its investment in dealing with dumped rubbish by more than 50 per cent. 

The prevention measures in the action plan include: 

  • The expansion of the Resource Recovery Centre, Keilor Park to accept additional problematic items such as soft plastics and Styrofoam.
  • A range of targeted engagement and education campaigns aimed at residents, landlords, estate agents, households and businesses, with a focus on people who speak languages other than English. 
  • Developing new services to support the community to responsibly dispose of difficult items.
  • New programs that engage the entire community in the monitoring and reporting of dumped rubbish, with Council partnering with community groups for clean-up initiatives to foster a sense of responsibility and pride in local spaces. 

To strengthen enforcement, we will: 

  • Install additional CCTV cameras in rubbish dumping hotspots.
  • Increase resources to support investigations and prosecutions.
     

Frequently Asked Questions

When will these new measures happen? 

We are already underway with a number of initiatives in our action plan on illegally dumped rubbish. Community education and awareness programs will commence in May 2025. Some other elements of our action plan require extensive development and planning, and these are expected to commence in later in 2025. 

How do I report dumped rubbish? 

The best way to let us know about dumped rubbish is via Report It. Through this tool we can get all the information we need to locate and understand the problem and get it sorted quickly. 

What hard waste services does Brimbank offer? 

We offer an at-call hard waste collection service to residents. This  service allows residents to book a hard waste collection at no charge once every year. Collections are large and can include up to 4 cubic metres of hard rubbish and 2 cubic metres of green waste. Additional collections can be booked any time at a highly subsidised rate, which is much more affordable and convenient than taking rubbish to the tip. 

Why don’t we have an annual hard waste collection? 

Brimbank offered a scheduled annual hard waste collection service for many years, but over time it became problematic due to growing safety risks and negative impacts on the community's surroundings. Annual collections generate a great deal of rubbish, with excess waste brought into Brimbank and dumped on nature strips, often after the collection dates. Scavenging is also a significant problem, leaving rubbish scattered on footpaths and roads which creates safety hazards for pedestrians and drivers.  

Our at-call hard waste service offers the same annual collection, with the added convenience of it being bookable at any time that suits your needs. It means our streets remain clean and safe with the more convenient at-call waste service.  

Why doesn’t Brimbank offer 240-litre garbage bins? 

We no longer offer the 240-litre general waste bin as standard to reduce landfill and promote better recycling. Instead, households are supported with services like smaller general waste bins (80L or 140L), access to extra bins (fees apply), recycling and food and garden organics (FOGO) services, hard waste collection and education on waste sorting. Bin audits show most households manage well with smaller bins when using recycling and FOGO correctly. This change supports statewide waste goals and helps Brimbank reduce environmental impact and maintain sustainable services.
