Municipal Public Health and Wellbeing Plan
Health and wellbeing are shaped by social, economic, cultural, built, and natural conditions. Council is well positioned to influence these conditions, making us a leading partner in supporting the health and wellbeing outcomes of our community.
We take a primary prevention approach to improving health and wellbeing; focusing on preventing health and social issues before they start. We do this by creating environments that promote health and wellbeing. The environments in which we live, learn, work, create and play impact our individual and collective health and wellbeing.
Six health and wellbeing priorities have been identified for Brimbank for the next four years. These are reflected in the strategic priorities, objectives, and key initiatives of We Are Brimbank and are:
- Improving mental wellbeing
- Addressing food insecurity and healthy eating
- Improving gender equality and preventing gender-based violence
- Supporting social and economic inclusion
- Supporting active and healthy living
- Addressing the health impacts of climate change.
To help identify health and wellbeing priorities we're required to conduct an examination of the data about health status and health determinants in the municipality.

Brimbank is particularly vulnerable to the health, wellbeing and economic impacts because of existing socio-economic and health inequities in the broader community.
The profile also explores key social determinants of health that are significant in Brimbank. These are:
- social inclusion
- gender equality
- children’s development
- education and learning
- income and employment
- community safety
- housing and homelessness
- gambling harm.
The impacts of COVID-19 in Brimbank have already been significant and will continue to be for the foreseeable future. Because of this, exploring the impacts of COVID-19 on different population groups will be a key focus of this municipal scan where a COVID-19 lens is applied throughout.
