In 2012 the State Government introduced the Fire Services Property Levy (FSPL). This replaced the existing FSL charged by insurance companies on your home insurance premiums. The State Government told all Councils to collect the FSPL on its behalf.
We act as a collection agency. We transfer the levy to the State Government, who is the responsible authority.
Is the Fire Services Property Levy a Council Charge?
The Fire Services Property Levy is not a council charge even though it's on your rates notice as a separate line item.
It's a compulsory levy that we collect on behalf of the state government. It is overseen by the State Revenue Office. It's not subject to the rate cap.

The Fire Services Property Levy is made up of a:
- Fixed component
- Variable charge, assessed on the property’s capital improved value.
If you get a rates concession for your main residence, you'll automatically receive the Fire Services Property Levy concession rate: a $50 discount from the total levy amount.
