Graffiti prevention and management policy

Our Graffiti prevention and management policy (PDF 360KB) provides a coordinated approach to reducing the incidence of unauthorised graffiti to improve the appearance, character and experience of Brimbank's public spaces.

The policy aims to prevent graffiti from happening in the first instance.

Where graffiti needs to be removed, we follow a set procedure for graffiti on Council assets, public, private and commercial property in Brimbank.

Our approach to graffiti prevention and management is guided by the principles of:

  • Rapid response to removal
  • Environmental design
  • Place management
  • Community support.

Graffiti Management Framework

Our Graffiti Management Framework (PDF 2.4MB) outlines how we manage graffiti on Council-owned, public  and private private.

The framework aims to protect the rights of property owners by dealing with graffiti which offends the majority of residents (such as tagging, profanities and hate orientated images). At the same time it retains spaces and opportunities for the emergence of positive and vibrant aerosol art.
