Use this form to apply for a hardship waiver.

Brimbank City Council:

  • Waiver is only applicable to General Levy portion of rate charge
  • Will consider a person to be in financial hardship when they would be unable to provide food, accommodation, clothing, medical treatment, education or other basic necessities for themselves, their family or their dependants
  • Ensure the financial hardship offered to one ratepayer does not unduly disadvantage other ratepayers
  • Waiver is a one-off waiver in response to circumstances at the time, those that have been assessed for a successful waiver are ineligible to reapply in the future for further waivers.
  • Will consider the waiving or reduction of rates for certain ratepayers for their principle place of residence, where exceptional circumstances are experienced, and where severe financial impact can be demonstrated
  • Take many factors into account when assessing your claim for serious hardship. Providing one or more of the documents listed above may not necessarily result in you being granted serious hardship status

What you need to apply

  • Property assessment number

The below documentation will need to be provided with this application:

  • Financial Counselling Documentation
  • Copy of Government Concession Card
  • Last 2 years Income Statement / Tax return
  • Mortgage Statement – within the last 3 months
  • Payslips - last three consecutive pays-if applicable
  • Investment accounts
  • Bank Statements for each account (savings, cheque, credit cards)
  • Letter from a doctor verifying the inability to earn an income due to illness or caring for a sick family member
  • Pending disconnection of essential services, like water, electricity or gas (does not include mobile phone or internet bills) and or repossession notice of essential items, like a car or motorcycle
