The Innovate Reconciliation Action Plan 2019-21 (PDF 1.1KB) supports Council’s vision for reconciliation, and embraces unity and respect between Aboriginal and Torres Strait Islander people and other Australians.

We understand that our reconciliation journey requires strong leadership and a willingness to listen, acknowledge and lead positive change.

We acknowledge that the Aboriginal and Torres Strait Islander people suffer significant social and economic disadvantage - demonstrated by:

Life expectancy

  • A Victorian Aboriginal man can expect to live 21 years less than a non-Aboriginal man.
  • A Victorian Aboriginal woman can expect to live 18 years less than a non-Aboriginal woman.

Labour force participation

  • Aboriginal people in the North West Metropolitan area of Melbourne have higher rates of unemployment than non-Aboriginal people.

Income

  • Aboriginal households in the North West Metropolitan area of Melbourne have lower incomes than non-Aboriginal households.

The Innovate Reconciliation Action Plan (RAP) is Council's second RAP and:

  • Developed in consultation with the Brimbank Aboriginal and Torres Strait Islander Consultative Committee, Traditional Owners groups and local Aboriginal and Torres Strait Islander people.
  • Built on the strengths and achievements of the first Reconciliation Action Plan 2013-17.
  • Outlines priority actions unique to Brimbank.
  • Explores new opportunities for action.
  • Used within Council to build relationships, show respect, and create opportunities for Aboriginal and Torres Strait Islander people.

The RAP themes and strategic directions are:

  1. Relationships - building and maintaining strong, meaningful and respectful relationships with Aboriginal and Torres Strait Islander community and network groups.
  2. Respect - demonstrating respect to the people and the culture of Aboriginal and Torres Strait Islander as a commitment towards reconciliation.
  3. Opportunities - working in partnership with other relevant stakeholders to ensure that Aboriginal and Torres Strait Islander people have equal access to local opportunities.

Council adopted its Reconciliation Statement of Commitment in April 2012 which laid the foundation for the first Reconciliation Action Plan (2013-17). Both the Statement of Commitment and the RAP have contributed to our reconciliation journey.

Since the development of the first RAP in 2013, Council established the Brimbank Aboriginal and Torres Strait Islander Consultative Committee to provide advice on Aboriginal and Torres Strait Islander issues and needs, as well as on the ongoing implementation of Council RAPs.
