Our upgraded booking system now incorporates online calendar availability of our Community Facilities along with new photo and video libraries.

This allows members of the community and other users to easily navigate across venues to find an available and suitable option.

With a wide range of community rooms and spaces available for hire, our versatile facilities are perfect for events such as children's birthday parties, baptisms, family reunions, training sessions and workshops. Our facilities are available for function (single event), casual (minimum 2 bookings and maximum 10 bookings per year) and regular hire.

Frequently asked questions

Can I hire a hall for children's parties?

Yes. We welcome parties for younger children.

Can I hire a hall for a bucks or hens night party?

No. Bucks / hens celebrations are not permitted at Brimbank hired facilities.

Can I hire a hall for a 16th-21st Birthday Party?

Birthday celebrations for the 16–21 age range are considered on an individual basis and additional conditions apply.

Bookings for people aged 16 - 21 years and any functions identified by Council as requiring additional risk management controls agree to: 

  • Crowd controller attendance for the booking duration which is organised by Council and costs met by the Hirer
  • Register the function with the Victoria Police Party Safe Program and provide evidence to Council via email to facilities@brimbank.vic.gov.au 
     

Can I have a jumping castle for my function?

Jumping castles are not permitted inside the halls.

There are two facilities that allow jumping castles outside only and these are Overnewton Gatehouse with no restrictions to size of jumping castle and Sassella Park Hall with a restricted 4m x 4m jumping castle.

The following information is required from the hirer if they intend to engage an external service provider during their hire in order for a decision to be made by Council if it is permitted: 

  • Service providers business details including name, address, contact number and ABN. 
  • Service provider’s Public Liability Insurance Certificate with a minimum cover of $20 million
  • Proposed location of activities on the site
  • Measures the hirer / external service provider will take to ensure no damage is done to Council assets as a result of the activities of the external service provider.

When can I gain access for setting up?

All set-up time and pack-up time must be included in the booking request.

Access to the hall will only be available for the hours booked and paid for. For example, you will not be able to access the hall the night before the function to set up, or the day after to clean up or pick up equipment or supplies.

Do I need to pay a security bond?

Yes, a bond pre-authorisation is raised as a security deposit 1-2 business days prior to the hire date, placing a hold only against the funds.

It is the Hirer’s responsibility to ensure there are sufficient funds in the nominated account. 

The amount is determined based on the capacity of the facility. Facilities with a capacity of less then 100 require a pre authorisation amount of $350.00 and facilities with more then 100 capacity require a pre authorisation amount of $540.00. 

For functions that are considered high risk a $1,000.00 pre authorisation amount may be required. 

When will my bond be returned?

If there are no breaches to the Conditions of Use your bond will be released seven (7) business days after the function booking.

If anything is left behind at the facility a retrieval fee will be charged.

Why have I not received my bond or only a portion?

It has been identified there has been a breach of the Conditions of Use and the matter is under investigation.

Bond forfeiture will be determined as follows;

Level 1 breach

Evidence: Security Report and Invoice 

  • Extra security call out fee for late arrival, not ready to leave at indicated finishing time or similar matter outside of the function open and close schedule.
    Bond amount to be retained: Cost of additional call out fee/s
  • Damage to ceiling fans by helium balloons, decorations or actions of hirer.
    Bond amount to be retained: Cost of repair 
  • Materials used on walls and floor that are not permitted causing damage (sticky tape, drawing pins, heavy equipment dragged along the floor etc.).
    Bond amount to be retained: Cost of repair 
    Damage to facility (e.g. hole in wall, broken window etc.).
  • Bond amount to be retained: Cost of repair 
     

Level 2 breach

Evidence: Security Report 

  • Breach of finishing time.
    Bond amount to be retained: $100
  • Failure to remove rubbish at the end of function.
    Bond amount to be retained: $100
  • Additional time as result of breach of finishing time. 
    Bond amount to be retained: Cost of additional time

Level 3 breach

Evidence: Security Report 

  • Failure to wipe clean surfaces - stove/sinks/tables to an acceptable level. 
    Bond amount to be retained: $50
  • Failure to return furniture to respective storage area/room layout.
    Bond amount to be retained: $50
  • Failure to sweep/mop floors to an acceptable level. 
    Bond amount to be retained: $50

Other

Can I book the hall for several days, a week, or a month?

Yes.  Please see Type of Hire information above.

How do I check the availability of a hall or meeting room?

For casual and function hire please submit either a Function Hall Hire Enquiry or a Casual Room Hire Enquiry.

Existing regular hirers can use their username and password to check the online booking system (IMS) for availability.

How do I make a booking?

How much does it cost to hire a hall?

Fees and charges are set through the annual budget process. 

Some booking types incur higher security fees and/or bonds to cover service requirements.

Can we smoke cigarettes, cigars and the like in the hall?

No. All Council venues are non-smoking environments, including vaping.

Am I allowed to decorate the walls and the structure?

Yes, provided that decorations do not cause any permanent damage, and are removed.

No decorations are to be placed on ceiling fans or light fixtures.

Helium balloons must be tied down.

No sticky tape, drawing pins or other materials which will puncture walls, floor or other surfaces are to be used.

No smoke machines and pyrotechnics are allowed.

Are we allowed to have alcohol at our function?

Hirers are required to understand and adhere to responsibilities under current Victorian Government legislation, which may include obtaining a temporary liquor license or permit.

Is catering available, or can we bring our own food?

Catering is not provided. Our Facilities though do have kitchen facilities and include, ovens, stoves and microwaves. 

If you are engaging food services such as food vans, you must ensure that the correct permits have been obtained. If you are engaging a catering service provider you are required to provide us with their Public Liability Insurance of $20million and food registration certificate prior to the approval of your function hire.

Please note: If catering is only being delivered to the venue then Public Liability Insurance is not required.

Are tables and chairs provided?

Yes. Please see each facility's individual web page for approximate quantities.

All the tables and chairs in our facilities are the same standard size.

Is there any audio/visual equipment in the halls, such as speakers and projectors? Can we hire these from you?

None of our function halls have audio or visual equipment and Council does not have any available for hire.

You will need to provide your own equipment which can only be brought into the hall during the hours booked and paid for.

Both the Brimbank Community & Civic Centre (BCC) and Keilor Community Hub have a meeting room for casual hire available that includes audio and visual equipment including a projector.

Am I required to clean the hall?

Yes. The hirer is responsible for leaving the building in a reasonably clean and tidy condition.

This includes the hirer supplying garbage bags, products and equipment to enable them to:

  • Clean spillages.
  • Responsibly remove all waste and recycling.
  • Wipe down all surfaces including tables, chairs, stove and sinks.
  • Sweep, mob and vacuum floors.
  • All decorations must be removed.
  • Tables or chairs must be returned to pre-function layout as indicated by the Facility Layout notice found on the facility’s notice board.

Failure to do so before vacating the premises will result in a bond deduction, or total loss of bond.

Am I required to remove my rubbish?

Yes. All rubbish and recycling must be responsibly removed. Suitable containers/bags need to be brought to the venue by the hirer as they are not supplied by Council.

Can I inspect the hall or meeting room?

Physical viewings are not offered as the facilities are not staffed.

Can I hire a smaller room?

Maybe a room in one of our Neighbourhood Houses and Community Centres might suit your needs. These are very affordable!
