We have an important strategic planning function to facilitate and manage change and development of residential, commercial, Industrial and green wedge land. This enables us to encourage sustainable growth and meet future demand for housing, jobs, and services.
Key activities
- Preparation of land use strategies, structure plans and strategic plans
- Engagement with the Victorian Government about metropolitan planning policy and proposals that impact Brimbank
- Processing and preparing amendments to the Brimbank Planning Scheme
- Development facilitation through the planning scheme amendment process
- Preparation of guidelines to inform future development.
Residential land
Brimbank has approximately 5,656 hectares of residential land, which is around 46 per cent of the municipality's total land area. Besides residential land, housing may also be developed in or around activity centres on commercial land.
The Brimbank Housing and Neighbourhood Character Strategy sets out Council’s directions on managing housing change and development in residential areas to ensure the municipality can meet future housing needs by providing a broad mix of housing in the most suitable locations.
Commercial land
Brimbank has approximately 234 hectares of commercial land, which is around 2 per cent of the municipality's total land area. Commercial land typically forms part of an activity centre, which can also include other types of land such as the Activity Centre Zone in the Sunshine CBD, and the Comprehensive Development Zone in the Watergardens Town Centre.
The Brimbank Activity Centre Strategy 2018 sets out Council’s direction on managing activity centre development by identifying ways to support activity centres and their stakeholders for future economic viability and ongoing improvements.
Industrial land
Brimbank has the second largest area of industrial land in Melbourne’s west after Wyndham, with approximately 2,148 hectares of land zoned for industrial purposes. The industrial areas south of Ballarat Road is designated a state-significant industrial precinct in Plan for Victoria.
The Brimbank Industrial Land Use Strategy 2018-2030 sets out Council’s directions on managing use and development in industrial areas. The Brimbank Industrial Design Guidelines, July 2021 provides a framework to guide and evaluate applications for subdivisions and development in industrial areas.
Industrial sites often have development constraints such as:
- presence of native flora and fauna,
- potential contamination
- lack of access
- past or current uses.
An example is the Solomon Heights Estate.
The redevelopment of industrial land often triggers a range of requirements and contributions.

Other land
Brimbank also has other land such as the green wedge, and land for special purposes. The Brimbank Green Wedge Management Plan sets out Council’s direction on the future land uses and management of the green wedge to achieve sustainable management of the area, and the protection of environmental, biodiversity, cultural heritage and scenic landscape values of the area.
