Brimbank’s Sunshine Priority Precinct Vision 2050 will transform the working class area into a 21st century city through leveraging the Melbourne Airport Rail and other mega infrastructure investment.
Why is the Sunshine Priority Precinct important?
- The Melbourne airport rail and sunshine super hub will bring unprecedented investment into Sunshine.
- This investment can shift generational disadvantage and deliver record jobs and education growth to Melbourne’s West.

Council has undertaken extensive engagement and created a clear vision for the precinct so these benefits can be realised fully in Sunshine and the western region.
The Sunshine Priority Precinct Vision 2050 highlights the central role Sunshine has to play in the growth and prosperity of Melbourne’s West.
Sunshine is geographically located in the centre of Melbourne’s west. It has the land, linkages to the airport, port, Melbourne CBD and regional Victoria to make it a hub for the local visitor economy and a key spoke to connect the western region.
The vision outlines a plan to help unlock up to $8billion of investment and development potential and create between 20,000 and 50,000 new jobs across the precinct over the next 30 years.
Central to the vision is the Sunshine CBD becoming a key visitor destination thanks to the development of an integrated Sunshine Station Super Hub. To achieve the vision the Melbourne Airport Rail mustn’t just funnel tourists and business people between the airport and other centres.
Council hopes that the vision will be used by all stakeholders, including the State and Federal governments, to guide all future investment and development planning for the Sunshine Priority Precinct.

The development of the Vision is one of the key actions from the Western Rail Plan, including Melbourne Airport Rail Link and Sunshine Super Hub – Brimbank Response Strategy.
Sunshine Super Hub and Albion Station
Council has undertaken preliminary work for the location and function of the Sunshine Stations and the Albion Station. This work is outlined in Sunshine Super Hub and Albion Station – Creating a connected CBD and gateway to the world.
Sunshine Station is a key stop on the planned Melbourne Airport Rail and connect regional rail services into Melbourne.
The station has the capacity to function as a world-class multi-nodal transport hub and as a catalyst in unlocking the immense potential of the west.
This vision was based on extensive community consultation, including the Leading with Vision, Transforming Brimbank Future Priorities 2050 Draft.
This proposal set out the key projects Council identified as critical to the future success and growth of Brimbank and the western region and was the culmination of extensive community consultation undertaken in late 2019 and key policy directions from over 50 Council and State Government plans and strategies.
Extensive planning, research and engagement has identified a pathway for Brimbank’s evolution to a future city that is ambitious while also being realistic, desirable and positive.
From August 2020 to February 2021, Council undertook targeted stakeholder engagement including with State Government, key institutions, landowners, industry and business as well as the wider community.
