Media Release - Management of Keilor Golf Course to change from June 2023

Brimbank Council will take over management of Keilor Public Golf Course from 1 June 2023.



The golf course which is owned and maintained by Council, has been under the management of Belgravia Leisure since 2012.

In December 2021, Council extended its contract with Belgravia Leisure to manage the facility until 30 May 2023, and agreed at the time to investigate different operation models to inform a decision on how to operate the facility beyond this date.

A number of operational models were considered against the following objectives:




  • Maximise financial and capital return to Council from the operations of the course

  • Minimise the risk to Council

  • Ensure high levels of community engagement in course activities and participation

  • Making sure the course is accessible to the diverse Brimbank community.





Brimbank Mayor Cr Bruce Lancashire said:



“The Keilor Public Golf Course is a very important recreational destination in Brimbank and is much-loved and well-used by the local golfing community.

“The current hybrid operational model used at the golf course, where Council maintains the course and management of the facility is outsourced, has been in place for many years, but it was time to take a fresh look at how to best manage the facility into the future.

“In making this decision we explored a number of different management models reflective of what is being used across the sector. Our ultimate aim was to get the best outcomes for the community and Council.

“We thank Belgravia Leisure for their commitment to the management of the golf course over the last 10 years. We will work collaboratively with Belgravia to ensure a smooth transition, and to minimise any service disruptions for customers.

“We look forward to continuing to provide the community and members with a high quality public golf course that is accessible to anyone in the community wanting to participate.”
