Brimbank Council has adopted the Annual Budget and Council Plan Annual Action Plan for 2023-2024 following extensive community consultation.
The financially responsible budget prioritises community health and wellbeing, delivers improvements to parks, roads, and town centres, upgrades sporting and community facilities, and focuses on sustainability projects and responds to climate emergency.
Under the 2023/2024 Action Plan Council will deliver 109 actions that contribute towards implementing the ‘Together We are Brimbank’ Council Plan, and Council’s vision for a transformed Brimbank that is beautiful, thriving, healthy and connected.
The Budget and Annual Action Plan have been shaped by the thoughts and ideas shared during Council’s extensive community engagement process. More than 200 people were engaged in the community, and we received 155 online community contributions on the Budget and Annual Action Plan.
This also builds on previous input gathered on Council priority areas that align with the Council Plan, where the top ranked community priority identified was making Brimbank “sustainable and green’’.

The Budget will invest $55.9 million on capital works to deliver essential infrastructure, projects, services and facilities across our city, including:
- $12 million for sports facility upgrades including Lloyd Reserve soccer/cricket pavilion upgrade; Lionheart Reserve tennis pavilion upgrade; Green Gully Reserve tennis pavilion upgrade; JR Parsons Recreation Reserve tennis pavilion upgrade; and a new JR Parsons football/cricket pavilion
- $25 million to improve roads, and replace footpaths and kerbsides
- $6.3 million for playgrounds, parks and gardens - including suburban and local park upgrades
- $2.2 million for community facility improvements including Robertson's Homestead restoration and Deer Park Library redevelopment
- $1.4 million on traffic management and safety improvements
- $1.1 million on drainage rehabilitation
- $830,000 to upgrade town centres
- $500,000 for sustainability projects including land rehabilitation at Sunshine Energy Park and Carrington Drive Reserve, Greenhouse Gas Emissions Reduction Program across various Council buildings and assets, and solar panels on sports pavilions.
Based on community feedback on the draft Budget, Council made changes to the Budget, including:
- $10,000 more for Arts and Culture programs for Aboriginal and Torres Strait Islander people
- $150,000 funding to upgrade the kitchen at the Keilor Sports Club social room
- Council also gave in principle support for an additional $550,000 for the proposed staged expansion works at the Keilor Sports Club social rooms. This is subject to a further Council report detailing the budget, timing, procurement, risk plan and proposed legal agreement with the club.
Community feedback also resulted in several actions being updated in the Annual Action Plan.
