Media release - Council adopts new Advocacy Plan

Brimbank City Council has adopted the Brimbank Advocacy Plan 2023-2025, which details Council’s advocacy priorities over the next two years.

Council’s focus will be on the Transforming Brimbank projects such as the construction of Melbourne Airport Rail, the implementation of the Sunshine Station Masterplan and the rebuild of Albion Station.

As well as formalising advocacy priorities, the new plan seeks partnerships to deliver programs and infrastructure for the Brimbank community.  It also accounts for the changing political and social landscape following the COVID-19 pandemic State of Emergency when the previous plan was created.

The new advocacy plan sets out Brimbank’s key advocacy priorities, which include:


  • Transforming Brimbank

  • Mental Health

  • Road Infrastructure

  • Climate Emergency

  • Addressing Unemployment

  • Housing and Homelessness

  • Melbourne Airport Third Runway

  • Gambling Harm

  • Major Parks

  • Libraries

  • Government Burden on Council



The Plan has been developed following 18 months of rewarding advocacy outcomes, with many of its priorities achieved or promised.

Since the release of Council’s Advocacy Plan in 2022, Brimbank has successfully advocated for more than $300 million in State and Federal investments for the municipality and achieved a very high rate (86 per cent) of successful grant applications.  Council’s priorities have also been receiving an increasing level of attention in both the State and Federal parliaments.

The new Advocacy Plan 2023-2025 has been developed to align with the themes and objectives of the ‘Together we are Brimbank’ Plan, including the 2021-2025 Council Plan, the Community Vision 2040 and the Municipal Public Health and Wellbeing Plan.  These plans had been developed in conjunction with input from extensive community and partner consultation.

Consideration was also given to the Brimbank Advocacy Framework, Brimbank Climate Emergency Plan 2020-2025, Council’s Transport Priorities Paper 2022, Sunshine Priority Precinct Vision 2050, Brimbank Economic Development Strategy 2022-2027 and Council’s ‘Let’s Build it Better Together’, ‘Fix the Calder’ and ‘Know the Facts on the Third Runway’ advocacy campaigns.
